To help meet the demand for affordable housing in the ski resort town of Dover, Vermont, the Windham Windsor Housing Trust hired Stevens & Associates, in association with Monroe Whitaker, Landscape Architect, to conduct a feasibility study and conceptual design for Riverbend, an affordable traditional neighborhood development.

The resulting plan incorporates tradition neighborhood design (TND) concepts, orienting homes toward streets and open spaces and putting parking on the streets and behind buildings. This design, along with traffic calming measures, provides a pedestrian emphasis and shared open spaces provide places for community interaction.
